In the final lead up to the fall election, State Superintendent Dr. Jill Underly began rolling out the Wisconsin Department of Public Instruction (DPI) budget proposal for the state’s upcoming biennial budget. The Superintendent’s announcements trickled amidst the backdrop of Donald Trump making campaign pledges to eliminate the U.S. Department of Education - a move that would draw even more attention to the state’s education department.
On Election Day, voters in Colorado, Kentucky, and Nebraska squarely rejected private school choice ballot measures, demonstrating how much voters of all stripes oppose the use of taxpayer dollars to fund private school tuition.
In the Lincoln School District - which is Alma Center-Humbird-Merrillan, voters saw a little something different on the ballot this week. It was a question that asked to borrow about $2.9 million dollars to add a childcare center onto the elementary school in Merrillan. It passed, with 57% voting in favor of the project.
They’ll tell you it’s a sign of local overspending, but the truth is that lawmakers have been strangling school districts for more than a decade—choosing to look frugal when they’re really passing the buck to property taxpayers.

Amidst a childcare crisis across Wisconsin, public school superintendents don’t want their students open-enrolling to bigger districts with more childcare options available. They want young families to move into town for jobs, build a connection with the school, and stay.
The Lincoln School District serves the Alma Center, Humbird, and Merrillan communities. Voters who live there will see a question on their ballots Nov. 5, asking them to approve a capital referendum to build a childcare center onto the elementary school in Merrillan.
The short answer to how Wisconsin daycares could serve 33,000 more kids? Hire more people to take care of those children. It’s a seemingly obvious answer to a problem that many family advocates in recent years have reached crisis level.
Almost 60% of child care providers across the state have unused capacity—closed classrooms—because of staff shortages. Providers report that if they were able to operate at full capacity, they could serve up to 33,000 more kids.
