Milwaukee Police Chief Jeffrey Norman says the department’s Flock license plate cameras remain an important crime-fighting tool—even after a second officer was criminally charged for allegedly misusing the system. Detective Terangi Chapman faces two criminal charges, including a felony misconduct count, after prosecutors say he accessed the Flock database 20 times for personal reasons in the two years before he was assigned to investigate a separate misuse case involving another officer. Milwaukee has 31 Flock cameras, while more than 200 operate across Milwaukee County. The cameras photograph passing vehicles and store the images for up to 30 days, but police say officers are only allowed to access the database during criminal investigations.
